It's not a certain strategy, and he said so this morning, on television (CNBC).
It's *certainly* not a riskless strategy or a self-funding one for the tax-payers!
As far as a Bush Administration proposal, then, it falls into the same vein as their 'war plans' and their 'tax cuts':
